Ministerial Resolution No. (14) of 2021 on the Patient Rights and Duties Charter

Legislation brief:

The ministerial resolution stipulates the charter of the patient’s rights and duties, which includes all the rights that the patient enjoys while receiving the health service, in addition to the duties that he has towards the health facility. The resolution includes all the general principles that state in their content that every person has the right to protect his health in the best possible conditions without discrimination.

Health facilities are obligated to open their doors to all visitors, receive patients and their companions, and provide them with the best services while respecting their rights and freedom and alleviating their pain and within the limits of legislation. The resolution also sets the rights of the patient, including that the patient needs to be treated, listened to and advised, and the patient's right to know the nature of his illness and the degree of its seriousness, unless his interest requires otherwise. The resolution also covers all the patient's duties that include respecting the doctor's independence in assessing and deciding the appropriate treatment for the health condition, accepting the treatment methods prescribed for that, and adhering to the requirements of the internal system of the health facility.
