Pursuant to Cabinet Resolution No. (67) of 2021, a license or approval from the competent authorities shall be obtained before engaging in any import, export, or re-export activities, or participating in any commercial activity involving vaccines for Coronavirus (COVID-19) or any of its raw materials. The resolution also mandates the competent authorities in the UAE to monitor compliance with the implementation of the provisions of the resolution, while delegating the workers in such authorities the capacity of law enforcement officers, each in their jurisdiction, to monitor and report violations and take any temporary or precautionary measures to ensure the implementation of the resolution. Further, the resolution defines the administrative penalties for violators and the scope of collecting fines, as well as the grievance mechanism for the administrative penalties and the responsibility for considering such grievances.
