National drug policy for the United Arab Emirates

Policy brief:

Pharmaceutical products are among the most important vital products in the world because of their close connection to human health. The Ministry of Health and Prevention has prepared the national drug policy that was issued by the Cabinet in 2021 to unify national efforts in this field by preparing a national multisectoral framework to enhance the health of the individual and the Emirati society. The policy aimed to strengthen the pharmaceutical sector in the country to ensure the use of all capabilities of the national pharmaceutical sector, which relies on fairness, accessibility and the rational use of safe, effective, affordable and good quality essential medicines to achieve the highest levels of health for members of society.

The objectives of this policy revolve around enhancing the provision of pharmaceutical services to members of society through a national system that operates efficiently and with guaranteed continuity, within the framework of the comprehensive national drug policy that all partners are committed to. Its implementation is monitored and evaluated in a manner. These goals include the following:

  • Ensuring the availability of essential medicines of high quality and at reasonable prices.
  • Enhancing the local capacity to produce and export high quality medicines at an effective cost by promoting industry and trade in the pharmaceutical sector.
  • Strengthening the quality control system over the production and distribution of pharmaceutical products to make quality an essential feature of the pharmaceutical industry and to promote the rational use of medicine.
  • Encouraging research and development in the pharmaceutical products sector in a manner consistent with the needs of the country, with a special focus on diseases with high rates by creating an enabling environment to direct a higher level of investment in research and development in the field of medicines in the country.
  • Create an incentive framework for the pharmaceutical industry that encourages new investment in the pharmaceutical industry and encourages the introduction of new technologies and new drugs.
