The national policy for mental health promotion in the United Arab Emirates

Policy brief:

The Ministry of Health and Prevention has developed the National Policy for the Promotion of Mental Health, and it was issued by the Cabinet in 2017. The policy aims to develop mental health services and raise them to international levels according to an effective system that works in partnership with the concerned authorities in providing comprehensive psychological services (preventive, curative, rehabilitative, and promotional). Its use at all levels of healthcare is within everyone's reach.

The national policy for the promotion of mental health follows a human rights-based approach, which is based on a set of values and guidelines emanating from social, cultural, economic and civil human rights. Therefore, this policy seeks to respect and promote the following values and principles that form its pillars: autonomy and participation Empowerment, fairness, acceptance and integration, in addition to the quality of services.

With regard to the objectives and areas of work of the mental health promotion policy, they include the following:

  • Enhancing the effectiveness of leadership aspects in the field of mental health
  • Developing, promoting and expanding the scope of comprehensive and integrated mental health services that respond to the needs of the community of all groups and ages in the United Arab Emirates.
  • Enhancing multisectoral cooperation to implement the mental health promotion policy
  • Promoting the prevention of mental disorders in society for all groups and ages
  • Enhancing capabilities, improving information systems, collecting, using and activating data, and conducting research on mental health in order to develop its services
